1 dead after shooting in parking lot of Oakley Target; shooter fled scene

One person is dead after a shooting in the parking lot of Target in Cincinnati’s Oakley neighborhood. It happened around 12:30 p.m. at the Target on Geier Drive. Interim Cincinnati police Chief Teresa Theetge said initial calls led them to believe it was an active shooting situation but they later confirmed it was a targeted shooting in the parking lot of the store. “The calls came in as such a manner that led us to believe it was an active shooter situation, that was dispatched as an active shooter situation,” Theetge said. “Once we arrived on scene we determined it was not an active shooter incident.”Theetge said the shooter shot one person, their intended target, in the parking lot of the store and fled the scene. They said the shooter is a man but they don’t know their identity at this time. The shooting victim was taken to the University of Cincinnati Medical Center, where he later died. Police later identified him as Alias Phillips, 24.Aside from Phillips, no one else was injured in the shooting. “No one inside the store was harmed, he only fired and shot at his intended target,” Theetge said.Tracy Phillips, Alias’s father, said Alias lived a good life. He said his son was a good, young man who was looking to get his life together and get a career. Alias was getting ready to go back to school.”He was an artist. I mean, a great artist. He loved people. He would help people with anything they needed. He would give to people,” Tracy Phillips said.According to Alias’s father, Alias is from Huntington, West Virginia, and was in town visiting his mother and sister.Cincinnati police have released little details about what led up to the shooting or about the suspect. Tracy Phillips spoke, from his account, what led up to the shooting.”They said the young man got mad over nothing that’s something that could have been resolved in another way,” Tracy Phillips said.The father said Alias Phillips “did not know (the suspect) at all.” He said Alias and his siblings went inside Target.”I guess the guy looked funny or whatever, I don’t know, and sure there was some remarks made and he made some remarks back. He showed him his gun in the store. He lifted his shirt up and showed him his gun in the store. I guess words were still said. He told them not to come outside, so he had time to go outside and think about everything he was going to do before he committed the murder that he did. All pre-meditated,” Tracy Phillips said. “He should have went on home about his business but instead he waited on some innocent people to come outside that didn’t do nothing to him and murdered my son. And then chased my daughter and my son down the parking lot shooting at them.”Tracy Phillips feels the matter could have been resolved in another way.”I don’t know how they’re going to portray it but my son was an innocent person. He was in the Target store shopping and this man took it upon himself to kill my son in the Target parking lot. To get out of his car and chase my kids down with a gun and then kill my son. He took my son’s life and I think he should be put away for the rest of his life when he gets caught,” Tracy Phillips said.The father said he is angry and incredibly saddened, stating the shooting was due to “ignorance.”“A piece of my heart is gone. It’s gone and it can’t be replaced,” Tracy Phillips said.Target released a statement on the incident. Our security team immediately called 911 and secured the store. The Cincinnati Police Department is on-site and the store will be closed for the remainder of the day as the investigation gets underway. Target will provide law enforcement with any information needed for their investigation, and we defer any additional questions to them at this time.” Cincinnati Mayor Aftab Pureval also released a statement on the situation.
