setagaya-ku (289 km SW of epicenter) [Map] / Strong shaking (MMI VI) / complex motion difficult to describe / 1-2 minutes : Small shaking for 10-15 seconds. break for about 1 minute. more shaking which increased in intensity for more than 1 minute, accompanied by a long moaning sound.
